The High Risk Pool in North Carolina
The Formation of the North Carolina Health Insurance Risk Pool (NCHIRP)
A March 3, 2008 press release announced that Michael Keough (from Raleigh), was hired for the NC Health Insurance Risk Pool (NCHIRP) to function as the executive director. Created by the NC General Assembly in 2007, the NCHIRP aims to provide affordable health insurance coverage to North Carolinians who do not have access to an employer health plan and who face high premiums because of their health conditions. The purpose of the NCHIRP is to function as a safety net to guarantee access to health insurance for people who have preexisting high-risk health conditions. The NCHIRP will provide guaranteed access to health insurance for eligible individuals in exchange for a premium. The NCHIRP will more than likely begin offering enrollment plans in late 2008 and is scheduled to begin to providing insurance on January 1, 2009. Unlike the NCHIRP, which will restrict the kinds of people who may apply, BCBSNC offers health insurance coverage to all people. Eligibility for the NCHIRP
In order to be eligible to participate in the NCHIRP, individuals can not have access to group coverage as an employee or as a dependent of an employee. Additionally, they have to meet the following criteria:
- Has been rejected or refused by an insurer for similar coverage for medical reasons.
- Has been offered coverage by an insurer but with conditional rider limiting coverage.
- Has been refused coverage except at higher premium rate than the pool.
- Has similar coverage but at a rate higher than the pool.
- Has a diagnosed condition from a list of high-risk conditions to be determined by the pool's Board of Directors.
- Is a federally HIPAA eligible individual, including those who currently have this coverage through an insurer.
- Is a resident who is eligible for federal Health Coverage Tax Credit
